Scale 2 is just the number of the scale that you will be on (ie, maybe scale 1 is for an admin officer, scale 2 for a finance assistant etc) and point 14 is where you will start in the scale. (ie, point 12, 13000, point 13 13,250 etc) Hope its helps

I think someone else hit the nail on the head. It is just where in their system of salary you are. If its a big company they'll have loads of different jobs, and loads of different pays depending on how advanced you are.
So for example Scale 2 means 'Engineer' or something, and point 14 means 'university graduate', or 'junior engineer' or 'senior engineer' or something.
It's more for the payroll department's information than for yours really. All you need to worry about is how much you get!

Scale is a major step where as points are smaller steps within a scale.
