Lcd monitor?

this lcd monitor has a detachable vga cord well the problem is i guess it worked at one point a friend gave it to me .... well now when you plug in the power the HP monitor power button blinks blue twice then stops ...... with no visual on the screen ... what could be the problem?

The computer's screen resolution may be set to a value that's out of the monitors range of display.
