It's a big machine.
Often it's based on the way the clothing is marketed.
I just watched a great television program about this recently.
It talked about the designer jeans craze of the 1980s.
First, the designers created the jeans.
They tried to get the stores to stock the jeans, but the stores wouldn't buy them.
So the jeans companies marketed the jeans heavily to the consumer on TV.
The stores saw that the people wanted the jeans, so they stocked them.
In other words, it's the designers, the advertisers, and the stores that make the fashion trends.
There are also market researchers that keep track of individuals who set trends, and then they report those up-and-coming trends to the advertisers, who use them in their advertisements for many products. This could happen with clothing, too, I suppose.

I not real sure, but, I think they have "Fashion Shows" here it like a competition to see who the best. No one, not, even other designers would see your work until the day of the show. Then marketers hire these people or they sell rights to this winning design and make scaled down designs that are mass produced. Through Advertising to captive TV audiences they then Brainwash the people into believing this is the Trend. Which, in a way is, because this be what everyone will buy, having lost any concept of personal identity, creativity and personality.

I am in the salon industry, and we have continuing education all the time. It seems that most of the trends are "decided" upon by the "artistic directors", which are employed by the manufacturers of the products we use. Some of them create their own trend each year completely on their own and then train others. Some directors wait and follow suit of the most recognized. The trends are definitely established at least a year prior.
I know you asked about clothing, but hair and clothing always go together and I know the process is the same. Good question!

Fashion trends come from designers who are able to keep in touch with the ever changing tastes and styles of the young and fashion-conscious people and to an extent influenced by costume designers in the entertainment industry. It happens everywhere, from the USA to Europe and Asis and vice versa.

Obviously people who do not know are care what the size of the average woman in the US is and people who have no clue what the average person will wear. Honestly look on the runways and tell me do you ever see anyone walking down the street looking like that!
I agree with the other ladies; "toot your own horn, get your own style" and don't care what a bunch of over paid, out of touch with reality people say about what's in and what's not. They have no right to dictate what "taste" should be which is a good thing because they usually don't have any.

It's the confident people who decide that - the designers confident enough to put something out there and know that people will go for it. And the people bold enough to design their own personal style, and when they go out lookin good, oozing confidence it catches on, and something you threw out ages ago suddenly is back in vogue. Of course this can backfire too when you just look totally whack and stupid, but that's the thing about being confident in yourself is you just don't care.
So be your own designer and decide what's fashionable to you and it just might catch on and viola! The anatomy of a fashion trend!

It depends. some fashion trickle upwards (from the street to the catwalk) some trends tricke down (from the catwalk to the street)
In terms of those who decide what colours would be "in" its the fabric designers. They make the yarns and fabric around 2 years prior to the clothing. The colour/dye company pantone probably had the first word on what would be in style.

Everyday cool people on the streets and at schools start trends. Fashion designers copy these trends and act like they invented them.
