The bars that the man was holding were fake bars of gold. He then would trade onlookers one bar of fools gold for a piece of their jewelry, letting them believe they were receiving real gold.

O.K so the guy was muscular (had big arms) held up gold and silver bars but I'm still at a loss as to how he robbed the onlookers of their gold and silver when it was the onlookers who were stealing glances at his booty.

So whats the question? Maybe the heavily armed man was a magician/ or something......maybe he hypnotised the onlookers and robbed the people of their belongings without even they coming to know about it and hence it never got reported.!!!

Perhaps the heavily armed man must be a regular "visitor"
to the area concerned and they felt,
"why bother the police" because everyday for the thief and one day for the owner.
