The government pays the salary/wages of a civil servant. It could come from any level of government, including federal, regional or local. In the US, the employer (who is the one writing the paychecks) could be the federal, state, county, city or town government. In some cases, it could be a special regional authority, such as New York City's Metropolitan Transit Authority.

Ultimately, the people who pay a civil servant's salary/wages are the taxpayers or the users of the service the civil servant provides.
