Phew! A lot of things, but the first logical step would be of course a feasibility study. But after checking if its viable then you can try get a broadcasting license of which is not going to be your biggest hurdle because you can get this done via someone else’s.

2. Broadcast location.
3. Equipment.
4. Bandwidth.
5. Etc

Of course it’s a load of money which you might get back after 4 to five years. The big question is do you want to start another cable television to compete with the ever growing Internet TV stations which are easier and cheaper?
