Firstly, check that you are turning the tap handle clockwise (which winds the plunger downwards into the socket) assuming the tap is in the upright position. Next, it's all about leverage so you need to "extend" the tap handle to increase the force applied over a small area. Kind of like holding the ends of the wheel spanner instead of the centre when changing a tyre. Good Luck

I agree w/ Daved. You should always be able to turn off your water at the main. Call the water co. and have them mark out the line as well. There should be another cutoff next to the slab of your house in a plastic box about 6 inches or so underground.If there isn't one, have them install one so you wont have to bother with the main next time.

Don't call the water company, they will charge you an arm and a leg. Their powers stop at the boundary anyway, If you examine the valve there is normally a hexagon nut just below the handle, slacken this off a few turns, then try turning the handle clockwise for "off" ., If it is buried in paint you must remove this with paint remover gel.

You need a spanner .You could use a ring spanner put the ring on the cross piece olong the length of the cross piece and turn it CLOCKWISE TO TURN IT OFF if this failes it needs replacing if in uk the water board will shut it off but you must be able to complete repair in double quicktime if is a bsc standard stopcock it is possible to replace the top piece with the top of another bsc top

If your in a single house meaning a detach and you cant close the tap and you applied WD-40 and still no luck.
I would contact your local town maintenance and have them shut the water on the main supply to your house.
They you can change the tap with no problem
when done call them back to turn on the water

Try shutting it off outside at the service duct in your yard. Then get a pipe wrench, get a good 3 corner bit on the valve where it attaches to the pipe and replace it.

You need the proper tools to do this and you need to know the direction to turn the PIPE WRENCH. When you put the WD 40 on let it set for a while 10 min. BB

I used a crescent wrench then put a very long screw driver or tire tool through the hole on the end of the wrench. Sorta like a home made T-handle.

the first nut under the handle is too tight, loosen that nut (packing nut) one half turn and try again. NOTE; sometimes valves willnot hold 100%. open rear outside faucet to drain plbg system.
