I think this will help. In Canada alot of ways are the same as US.
In Canada the math teachers give the students some easy math problems and a timetables sheet to fill in after teaching them to multiply.Slowly the kids will start to memories the times table. Also give them some homework on multiplication and tell them to memories to the fives and so on.

Basically it is taught as a series of repeated additions. Most 2nd and 3rd graders have a pretty good understanding of addition and subtraction, and all you are doing is expanding on that knowledge. For example have them group objects and count objects by 2s, 5s and 10s. You can also have them make charts and count by 2s, 5s, and 10s. As they become proficient then add 3s, 4s, 6s and finally 7s ,9s and 11s. I wouldn't really call it multiplication until late 3rd or 4th grade. In addition, you can introduce division as a series of repeated subtractions using the same methods. I used this method with remedial math students as young as 1st grade when I was in college.

Confidence is the key - If they can count in their heads accurately the time tables will be a cinch.

I would wait on the multiplication tables drills until at least 4th grade with most students.
