yes it is illegal to copy some1's sponsored link at your webpage cos in terms of cybercrime it is termed as Bandwith stealing and stealing someone's intellectual property or file swaping
can be considered as serious offence....if you are USA

Unless it is a trademarked term or name, no. Just because someone is using "Great Florida Vacations" does not mean you can't use the exact same thing. However, sometimes it is better to stick out if you want the click. But that is not always true so test, test, test.
