Because doing so will start a chain of events where it may also be stripped of other powers, thus creating a vacuum of power which may lead to a dictatorship. It's like how President Bush wants to have Article III of the Geneva Convention reinterpreted: if he is allowed to do that, then other nations will decide to do the same, putting our troops in danger.
