My partner wants to have a go at whittling so we want to get some smallish bits of wood for him to start on. Does anyone know the best place to find this cheaply in the Leeds/Bradford area?

I don't know about locally but i did see a whittling kit in a catalogue the other day! it was £3.99 on www.hawkin.com (Hawkin's Bazaar). it comes with knife, wood, sandpaper and instruction.
