First Learn a Language of HTML or if you dont want to learn it then better try a software called frontpage 2003 it will help you making websites and also uploading it online.

tell u what, u can create a website at www.geocities.com but u can't get your own domain name coz uve got to pay for it.
so, ur site will be called:
www.geocities.com/your yahoo e-mail id/the topic on what the site's about.

Search the net for HTML tutorials - that should be a good starting point.

Only use templates once you are confident that you know what you are doing, or you won't learn a thing from the experience.
