Layman's answer is: Because the movements of the stars change their postitions, so that those who believe in astrology must factor that in and compensate as the years go by. The stars your great grandfather were born under are not the same you were born under because they are moving away or towards our relative planetary position.

There is difference between western method and Vedic method of casting horoscopes. In vedic method also there are two systems . One is called sayana and the other is Nirayana. Both the systems are based on suns movement along the zodiac. But the Sayana method takes the actual path of sun as it is now and the nirayana method takes the position of sun when the path of sun coincided with the first point of aries long ago(for this the movement quotient is deducted from actual suns longitude). Sun is moving away from its original path @ of 54 " per year. so form its original path it is calculated to have moved roughly 23 degrees and some minutes so far. Thus the sun of February 19th will be in Pisces according to Sayana calculation and in Aquarius according to Nirayana method.(ayana = movement and nir = without)

Becasue one of the determining factors is the time of birth. The sun changes signs quite often at odd hours in the day so it is possible that two people born on the same day could hve a different sign depending on what time they were born.
