In the strict context you are using it "slopes gently towards the front," yes it can be used as a verb. Much like the word "school" is a noun but can be used as a verb by saying "You are new at using the computer, I will have to 'school' you on this matter."

Remember a verb MUST show action or state of being. Adverbs are the supporting actors for the verb. I would say that in your case slopes is a verb. Good Luck!!

Yes it can function as a noun and a verb.

Examples:
NOUN form
*The house was on a slope.
*The slope of a triangle can be solved.
*Would you play with me on the slope?
VERB form
*The road sloped towards the east.
*Would you slope this line to make it nicer?

Sometimes you can also use it as an adjective if it precedes a noun.
Example:
*The sloped hill looks menacing.
*This sloped design looks disgusting.
