RAB isn't Sirius Black. The initials don't fit. The biggest theory is that RAB is Regulus Black.

I think that Regulus was able to find out information about the locket Horcrux (though I doubt that he knew what the others were -- Voldemort doesn't really trust anyone) as one the Death Eaters. I think that he may have overheard and/or saw something he wasn't supposed to and learned of it that way. Then again, the Black family was deeply steeped in the Dark Arts and were famous in the Wizarding World as Pureblood Dark wizards. His family was proud of him for joining Voldemort, and they thought that he had the right idea about how things should be. They may have done something to contribute to the cause before learning how hardcore his beliefs were. Plus, I think that Regulus was probably a lot more competent a wizard than Sirius gave his little brother credit for, and possibly more than he was even aware of. Sirius was resentful of the way his parents approved of Regulus and he moved out of the house and in with James Potter's family while he was a teenager. My point is, Voldemort may have had Regulus do some task in regard to the locket (assist him in hiding it or preparing the potion) and then killed him afterwards because he didn't trust him with that information. I can't wait until Book 7 comes out so we'll know for certain!

I think RAB are Regulus's initials and isn't it interesting that Regulus is latin for Prince!

Who said its Sirius Black?

Actually no one knows, but a popular theory is that it might be Siruis's brother Regalus Black, who was a death eater who was killed when he tried to leave Voldemort.
