I know you 'mean' hot tap water, but when you don't have any you can make do with water from the kettle. Just fill the washing-up bowl from the kettle to wash the dishes, and fill the bathroom sink from the kettle to wash yourself.
Alternatively, most hot water tanks have an electric emersion heater for emergencies. This is a coil heater inside the tank, which you would normally turn on manually from a switch near the tank.
Ofcourse both of these suggestions assume you still have electricity.

Oh, that's not a problem! All my life I survived without hot water. And up to now, I never use hot water. You need to adjust. Besides cold water will close your pores and protect your skin from pollution. Try to adjust.

If you don't have hot tap water, then get a big pot and boil some. and put it in the sink to wash up with... Finish (or start) with a quick cold shower
Remember two or three generations ago most people didn't even have running water, let alone heated water!
Just goes to show how little we appreciate our modern day commodities (until they go missing!)

We had to do it nearly every winter when our pipes burst. We had to collect snow and boil it on the stove for a bath. Actually it's quiet quaint sitting in the bath whilst someone comes with a pan of hot water to top it up. There was no piped hot water 100 years ago, they all managed fine (I think)

Martial Artists in Korea do a distinct yet highly effective method of blocking out the cold...they concentrated deeply into being hot, as if there bodies were to be set on 120 degree sauna. this method is called meditation. they did so under cascades of ice cold water.
