There is no legal requirement unless you are referring to a tenancy agreement. In which case you need legal advice. If cold water to a hot water storage vessel or heater is restricted or cut off, then no water will come out of the hot tap. The gas or electricity should therefore be switched off as a precaution against overheating due to possible failure of a thermostat. Consult a qualified plumber or heating engineer.

I think it's always the cold supply that is actually cut off, it's usually a tap inside the house which isolates the hot water supply, I think this is right because your water is heated in the home and the water authorities provide cold water.

Water is not supplied "hot". The water could be turned off if you don't pay your water bill. Or the electricity or gas supply (which powers your boiler) could be turned off if you don#t pay those bills...

I need more information to answer this.
If you rent and owe money then until you pay.
If it is a breakdown and landlord is fixing the problem then he should take all reasonably action to get the repair completed as quick as possible.

the "tennant" must be givven prior notice- written if going to last longer then 6 hours. It really varies from state to state though. More details would have helped here!
