Who told you this? As a foreigner you are not supposed to wear neither burqa nor abaya. You can be dressed as you wish, without a 7ijab too!

Well I where what ever I want there and so does everyone else except the Arab ladies and gentleman but that is more of a status thing. And the woman look gorgous in their outfits. As a tourist it really doesn't matter unless you go to Sharjah then you should where long pants and cover your arms but thats it. I go to the beach in my bikini and everything. And of course everyone dresses normal at the bars, you can't even tell the Arab girls apart.

It really is a mixture and you wear what you want to some degree. The grapeshisha site explains it very well. If you wear hijab, then you will be fine with that as many other muslims just wear that.

Abaya is garment for practicing muslimah's (I Love Hijab)
no one can force you to wear Abaya except in Iran & Saudia.
Dubai is trendiest city, if you are casual person and not sloppy stick to your wardrobe and be modest.
