Yes, but I wouldn't stop there. Boy racers are not the only menace on the road. In fact, a lot of them don't do that much "racing" - they often prefer to cruise slowly round towns so that everyone can (ahem) admire them. It's because they can't get into nightclubs yet.
There is a rich variety of idiot on the roads at the moment, ranging from myopic old grannies who can no longer see over the steering wheel, to the early mid life crisis tosspots who believe they have great driving skills, but have only avoided accidents because other good drivers have managed to get out of the way in time.
I think there should be a general intelligence test, an attitude test and a more rigourous driving test before you are given a license. You should then have to renew your license every three years, taking the driving test again each time. This would get about 75% of the drivers off the road in about three years time, which would be better for the environment and for road accident figures.

Yes, it would be a good idea and 'girl' racers too for that matter.
Basically anyone irresponsible should be kept off the roads.
I heard the other day about some lad speeding who knocked over and killed a girl. Usual type, no tax, no insurance, unroadworthy car. Turns out the girl who was killed by this waster is somebody's exceptionally bright and well loved daughter just about to get married, great career ahead of her etc. etc. To add insult to injury this guy was speeding because he was late attending court for driving whilst banned.
And his punishment? Banned from driving for 4 years!!! Should be locked up and the key thrown away and certainly never allowed to drive again.

Would be a good idea to keep dangerous drivers off the roads, boy racers are just the same as mods or rockers just a group of people doing what they enjoy its a shame they all get labeled in the same categorie. Its a hobbie, why pick on them all.
Many people go hurtling towards the rest of us in lumps of death defieing metal why pick on a few from one group and label the rest of that group in the same cattegorie !!

I've thought for a while now that there should be different grades of driving licence depending on skill and experience, with each grade allowing you to drive a more powerful car.
