Who? People who answer the persons questions report people or people who just happen to read them and are offended by them. So it's the people who use yahoo answers that reports people on here. Who do you think reports people on here?
Someone or many people get offended by a question or answer and the click on the flag icon and report the person. A person on the yahoo answers staff will review it and if it is in violation of their guidelines they will send you a violation notice. Or they will delete you account.

good ? well who knows the Answer maybe the top level 7 have the Answer to this just keep giving Answers and fly upto level 7 lol ,well if its a big secret. lets start making reports on level 7 coz some of them at level 7 break the guidlines

Well if you are in Yahoo Answers, there is a small flag icon, next to the rating thumbs. Any user can flag any abusive content. I also think that the servers must be somewhat programmed to detect strings of words or abnormal behavior.

anyone who reads your response can report you. it's the yahoo workers who turn it into a violation.

Who ever think that he or his believes has been abused so simply the click on the report abuse and type the reason, But i dont know if they look at it :D
