~Egypt did not have to become and empire. Neither did Rome, nor Babylon nor Persia nor Great Britain nor anyone else. But to all of those who did, it just seemed like a good idea at the time and a nice way to spend a weekend afternoon.

It depends what you classify as an empire. Egypt had hereditary rule, but emperors have supreme rule over the people and laws. The Pharaoh's decisions were mostly their own, but they had major influences by the priests of Amun and military generals. So no, I don't think Egypt was an empire.

Egypt never had an empire. While it did have some foreign territories in the Levant and down to Nubia for a while, it didn't have much else. Egypt's policy was always to protect its borders - not to expand outwards and possibly place their nation in peril.
