how big is your tank and filter? your filter should always be bigger then your tank (in power) for example a 20 gallon tank should have a filter that pumps at least 50-70 gallons of water a hour. also do frequent water changes 15-20% every few days or so or at least a 50-75% every week and do not over food any uneaten food should be removed immediately and when you are doing your water changes vacuum the gravel. I do all of the above and my water stays clear. Is your tank cycled?

a very good filter, plus regular water changes (25%), do not overfeed your fish, scrub the sides regularly. You can never have too much filtration. Aeration is very important also. it also depends what kind of fish you have, the bigger fish polute the tank more often, so keep that into account.
