just to add to what everyone else said...In Anilao, Batangas (nearest to Manila), the dive sites aren't that spectacular, it tends to be murky around this time of year. Tubattaha reef is great but because it's a UNESCO protected site, access may be limited. If wreck diving is your thing, you can try Subic. Generally, I'd say the best dive sites are in Palawan...
The Philippines has one of the most diverse underwater ecosystems in the world. Once you get here, you can ask other divers to tell you where to go in case you're looking for something in particular...like swimming with Whale Sharks in Donsol.

The diving sites in the Philippines are magnificent! I would say that the best site is somewhere in the Calamian islands in Palawan. There are a number of sunken WWII ships apart from the rich marine life the place has to offer. Beautiful, i tell you!

Diving in the Philippines is the best. The overall picture is different. Example is that Anilao is great diving, but sucks for everything else. Puerto Galera has the best diving combined with nightlife I think. If you are out for pure diving, you need to specify if you are interested in Corals, Wrecks, Marine Life, etc.....

Scuba diving is best here.. there are a lot of best dive sites that you can go to like Tubbataha Reef in Palawan (its a UNESCO site,) Puerto Galera in Mindoro, Anilao in Batangas, Balicasag Island In Bohol, and so many others, you can do wreck diving or just fun dive and discover the marine biodiversity.

Philippines is an archipelago (surrounded by water). Due to this, there hundreds of places to choose from. But, you have to consider the peace and order situation of the localities you are planning to visit, especially in Mindanao area, where groups of armed men are taking kidnap for ransom as their main business. To give you a tip, you can visit the hundred island in Pangasinan, Palawan, Anilao in Batangas and Dakak in Zamboanga.

Palawan, they say, have the best diving spots, I havent tried it yet, we only went snorkling. But they also offer diving in Boracay. Try check out Puerto Princesa, Palawan (capital) and Coron Island, Palawan.
In Palawan, people are nice and friendly, and they speak english pretty well.
