I've been asked to a friends wedding but I'm living out of a suitcase. What would be the best way to dress up? Do I just get some new Jewelry?

It depends if you already have them already. You may have to buy an outfit and jewelery if you don't have anything decent. If you don't want to spend a lot of money on something you will just wear once, try going to wal-mart or some other cheaper clothing store. No one will know the difference at the wedding (unless they shop all wal-mart too haha).
When picking out an outfit it should be a dress of some kind that fits the season and fashions of where you are from. Make sure its not revealing or showing off too much.. Just something nice, simple, and semi-conservative. Have fun at the wedding.

A sexy ghagra choli is the best thing to dress up for a friends wedding.Go in for some back less or deep neck ghagra choli and accessorize with some big earings, heavy necklace, mang tikka and lots of bangles. These days you get all these artificial stuff at a good price and also looks real and elegant.
you can wear a saree also in a different style also.It looks really sober.

If you have any money at all go to a thrift store or yardsale. If your a woman you should wear a dress or skirt.Any color but white. If you cant do that wear slacks with a nice blouse and jewelry.Wedding are formal affairs your exspected to dress up unless your at a southern BBQ wedding.Even then it would be slacks or nice jeans a nice blouse and jewelry.

Make sure you wera no white or off-white.
Try to avoid black unless you have something killing!
Just look at your best without hiding too much skin or looking like grandma.
Adding a single focal point of accessories may be a great option.

Depends on the type of wedding, but I hear that no one should be wearing white except the bride and groom.

Tell your friend to have a beach wedding. Then you can wear next to nothing.

Just go to vegas or get married at the court house. You wont have to worry about wearing nice cloth then.
