Farmer's markets (people into healthy, organic, or sustainable stuff), a bus stop or subway (or other forms of public transportation in a big city). What about coffee shops or shops in general. If you are attracted to the sales person or cashier, you could talk to them if there isn't a line behind you. Maybe a park bench? Don't look online. That sounds too scary.

In any public place including the street. Unfortunately most people are scared to death to meet anyone unless they know someone they know also for some reason. I call it over reactional fear of watching the news to much and forgetting that your chances of winning the multi-state lottery jackpot are greater thatn the likelihood of being harmed by another person.

Courses or associations, where you will find people with similar interests and right-on empathy ( they will like you right away, because you like things they like, got it?)
Take courses and volunteer for something. These not-so-obvious places are great to meet new people.
Bars and other obvious places are a big fat lie.
People are usually drunk and there for easy come easy go stands.

Schools.
You can take classes ( any kind) cook, math, languages, etc.
Group-help clubs, people with troubles are more open to meet people.

Book stores with a coffee shop because you can tell their intelligence by the book they have and it gives you a chance to strike up a conversation
