You have several types of unemployment's.
Cyclic Unemployment: A down turn (recession) in economy
Structural: A Machine replaces Joe bob
Natural Unemployment: What actually is a figured percentage that cannot work for a variety of reasons.
If you have ZERO Cyclic unemployment...you still have Natural unemployment.
Take the number of LABOR FORCE - Employed = Unemployed... DIVIDE Unemployed by Labor force *100 and you'll get your percentage of unemployment.

If you're asking about the government definition, which is the one cited in all of the statistics that we see, the unemployment rate is calculated by all those between the ages of 16 and 65 who are actively seeking employment, but are not currently working.
The Department of Labor gets its data from sources of unemployment insurance, work applications, and the cessation of applications for both federal insurance benefits and applications.
Therefore, our "unemployment" statistics do not include people who live on welfare (now called "Temporary Assistance to Needy Families"), are unemployed but have stopped looking for a job (called "discouraged workers") and people who work on commission but who have had no sales (and, therefore, no income).
Moreover, those who never worked are not counted, undocumented workers are not counted, and people over 65 who need to work but can't find a job are not counted.
Our unemployment problem is MUCH bigger than governmental agencies are willing to admit.

Unemployment Compensation is a fund that every legit employer pays into. Basically, the employer matches dollar for dollar per employee and pays into the account every month. If you were fired from a job and the employer didn't "fire you" the right way according to job and family services guidelines....then you would be entitled to compensation which is roughly around 60% of your weekly gross pay. Also, if you are laid off you are entitled to file. Keep in mind...you must provide a testomonial indicating why you think you were discharged...then the employer gets a copy of your reason and has only a certain amount of time to file a rebuttle if they choose to dispute it.

Unemployment occurs when economically active people, those of age 15-65, are actively seeking jobs but are not able to obtain one. This may be due to lack of skills required (structural unemployment), business conditions (cyclical unemployment), seasons (seasonal unemployment) or the time in between finding jobs (frictional unemployment).

The state of being not employed, as in without a job. Unless you're referring to unemployment compensation, which is a payment made to unemployed workers who have been let go or fired without sufficient cause. This comes from monies paid out by their most recent employer(s).

Unemployment is when one doesn't have a job but needs one. Unemployment compensation is a weekly check for people who were working but were laid off or fired for flimsy reasons.
