I have to create an online gradebook for a class. I don't know either very well (just the very basics). Which has better tools? Which has better support? Which would be better for this particular project? Are there any useful frameworks?

Whichever you are more comfortable with. Considering that you, by your own admission, don't know either very well, I'd say, go with PHP; it's mush easier to learn and you can avoid object-oriented programming.

As to frameworks, I'd say, on a small project like this one, using one is going to be extremely counterproductive...

for a simple project, I'd say whichever you feel more comfortable with. I personally enjoy PHP when dealing with db backends, it's easier to work with the database commands than having to use like ODBC calls from within ASP.

I usually find better individual documentation on PHP than ASP, but that's really due to the number of people that use it as opposed to ASP. I'm not sure why that first guy said PHP isn't going to last long...it's already lasted pretty long..

If working on a Linux system, which is inherently more secure and stable than Windows systems, use PHP and the MySQL database. If you don't have access to a database engine, you can work with text files from PHP to manage your data.

If working on a Windows system, consider going to Linux. If you can't, use .NET for now but later learn PHP. Microsoft products are so full of security holes we don't allow them on our servers. The monthly security update routine is just... lame.

PHP, because it is supported on virtually any server. ASP only works on Windows Servers. If you are going to be moving your project from server to server, and you are not sure if the server is going to be a Windows or *nix server, it's safest to use php.
