3rd Seymour does come first on Mt. Gagazet. You have the ability to choose your destination, on Cid's airship, after you defeat Lady Yunalesca at Zanarkand.

You can never fly the airship at all in FFX. Unfortunately, ever. You just select its destination.

You don't really get to "fly" the airship like in the older games.... you basically get to chose where you land, and then POOF! you are there. exiting isn't it?
