I'm a native of Salt Lake City, which is not at all humid. I've also lived in Ithaca, NY, NYC, Seattle and currently call Portland home.
Can't speak for LA, but SLC is the least humid and Portland is not really very humid, it rains frequently but the Pacific winds tend to whisk moisture out of the air. It's comfortable. Seattle is more humid than Portland but nowhere near as humid as upstate or NYC.

the cities along the west coast of California are not as humid as the east coast. The futher north you go the more humid it gets. The desert southwest has very little humidity, I live in New Mexico and often we have from 17 to 28 per cent humidity

I think you are referring to summertime humidity. Winter humidity can get very high on the west coast (as on the east coast) but it is not uncomfortable. There are occasional high-humidity days in summer, but most of the time it is comfortable. My recollection from the east is that summer days are often hot and humid.

I don't have scientific data but what you say is exactly what I experienced... Even in northern west coast, when it is humid, the weather is cold enough that it becomes percipitation and you don't feel like walking in a bowl of soup. By the way somehow midwest also feels as humid as the east coast.
