If your car won't crank over check ---
1) Neutral safety or clutch interrupt switch.
2) Battery terminals and connections
3) Ignition/starter switch
4) The starter/solenoid assembly.
Without more information this is about all I can tell you.

Good Luck

Take your spark plugs out and turn it over in an open area. If gas shoots out of one of the cylinders you have what is known as Hyrolock. The gas itself is locking up the engine. Then what ever cylinder.it shoots out of is the cylinder you have to replace the fuel injector on Liquid can't be compressed like a gas in a motor and will totally lock the engine from turning.

If you mean a '95 Hyundai- then there's your problem right there...

Korea can't make decent cars. Full stop.

However- your problem...
Battery is one possibility. (The most likely).
Problems with the ECU (Electronic Control Unit).
Bad fuel.
Very cold day.

Get your ride serviced and trade it in!

Might I recommend anything from Japan, Germany etc. I drive a new Mazda 3 Maxx Sport- and my God it is so smooth.

The Iceman.

if you know where your starter is you could try tapping it with a small hammer or a wrench. the starter might be stuck so a little tap sometimes lossens it.
