cat filename.txt | head -37 | tail -15

This is done by piping, the first is probably awk, the second is for sure grep (regular expression)

awk [not sure the command] | grep "$23" for the #23 line.

awk '{if( NR >= 23 && NR <= 37 ) print NR, $0 }' filename
