Ok so I need to use my recovery CD's but my main cd drive is busted. How can I use my external CD/DVD burner to boot my recovery disk when my bios doesnt have the option to boot from USB?

You can convert them to ISOs, save them to hard disk, and download a free virtualization program that will let you boot from a mapped drive.

I have no way of knowing what filetype your recovery CDs are.

Assuming they ARE already ISOs or that you can convert them, you now just need software/driver to let you boot from networked drive. There is software for this and the steps are extremely simple. Go to http://mark.cervarich.com/tm/archives/000067.php and read. It says you can't use a "local drive" -- that just means the partition Windows is on. You can use any other partition or any other device that windows can recognize with a drive letter (such as your USB port).

There is also a free CD-burning program that you may be able to use to convert to ISO if needed, called "CDBurnerXP Pro", which you can get at http://cdburnerxp.se for free, and there are user forums at http://cdburnerxp.se/forum/index.php if you have questions.

You should be able to boot from the drive letter. It makes no difference that it is on a usb connection.

add a new drive name like f: then boot from there.
