How did it end up missing?
it should be located near your hood release lever on your car.
At any rate, YES you can replace it. Order a connector and pins from Honda and rewire it in or go to a wrecking yard, cut one out of a honda and rewire it in that way

Are you sure it is missing? If you look at the bottom of the steering wheel it will tell you the location if it is not where it is normally? It can be behinde the ashtray cover? Anyways if it is missing you can replace but honda may sell you the whole thing with the wire harness and expensive? Good luck.
