I disagree. I know someone who was 22 years old and constantly mistaken for a 16-17 year old and a 23 year old who gets mistaken for a 17 year old all the time, so the same can sure happen to 21 year olds.

Some people can look older than they really are too. If 13 year olds can fool people into thinking they're 19 I'm sure 16 year olds can look like they're 21.
