The labia has nothing to do with virginity or masturbation. The 'lips' change as women go through puberty and get older. There is no way that you can physically tell whether or not she is a virgin.

The inner lips don't stick together. They are not an indicator of whether a woman is a virgin or not.
Also, virgins don't always bleed during their first sexual intercourse because hymens stretch and break painlessly with normal playtime activities as a little girl.
However, if you don't believe her, the two of you are not meant to be.

There is no way by looking at the labia and determining if a girl is a virgin. The only way to truly know is if her hymen is intact. However, if the hymen is not intact, it does not necessarily mean she is not a virgin, since it could have easily ruptured with menstrual flow, ruptured from masturbation or trauma. Additionally there is now cosmetic surgery available to replace the hymen in non-virgins.
Ultimately, she is a virgin if you believe her to be one.
