Certainly. There are a lot of large tracts of land that are lush today but used to be desert. One of the more infamous areas if Los Angeles Cal. It used to be basically desert. Also of interest are many of the cities in the Mid East. In Egypt, Israel etc.

A reliable water supply and system to deliver it, along with steadily improving the soil can transform arid wastelands into productive real estate.

Have you ever been in Arizona or New Mexico? If you can get water there, you can cultivate the land. In the case of AZ and NM they get the water primarily from the Colorado River.
