You need to know what kind of camera it is and what peripherals you can use to download it onto your computer.
They make a lot of software systems for video downloading and editing. One particularly cheap and effective way to do it for older cameras, with the video and 2 audio out cord is to look for a discontinued (the whole thing may be discontinued) version of Dazzler Video Editing systems. I recently picked up a copy of this system (hardware and software) at Office Depot on clearance for 10 bucks (regularly $70-100). It works wonders.
Most digital cameras should have a USB connector expressly for this purpose, with the files already in a compatible file format for viewing and editing on your computer.

I use Windows movie maker (standard with windows XP). Once your camera driver is loaded, and your camcorder connected, start Movie Maker, and select 'Capture from device'. Now just play the video in 'player' mode, and it should be captured onto your PC. Also very easy to edit and split your movie clips.

You need programs that can do it. If it is a digital camcorder then it should be in a file format that you should be able to copy and paste to pc.
