Lets look at this question from a different point of view.
Every power that the Supreme Chancellor had acquired had been voted on and approved by a majority of the Senate of the Galactic Republic. His term of office was also extended by the same Galactic Senate.
Mace Windu, with approval from Master Yoda, went to remove Palpatine from office. What were the charges? Being a supposed Sith? Is that a crime? What evidence did they have, but the word of a seriously disturbed Anakin Skywalker. Mace Windu, if not stopped, was determined to execute Palpatine without any due process. It seems to me the Jedi were prepared to execute an elected head of state and seize power which IS illegal.
Supreme Chancellor Palpatine deemed that all the Jedi, due to their illegal actions, traitors to the Republic. Aren't traitors to the State, especially during war, executed? The danger to "democracy" was that the Jedi were an unelected body within the Republic. Palpatine was wise in eliminating an extremely powerful, influential, and independent paramilitary organization who were on a power trip.
Plus, Palpatine saw only civil war throughout the galaxy if the Jedi were not eradicated. This did save lives! His "new order"streamlined the bloated and ineffectual republic and gave what many citizens wanted: Peace.
In the end, StrongBad, you're going to find that many of the truths we cling to depend greatly on our own point of view. Palpatine, in his view, was completely justified in his actions.

Of course it was a rebellion. The Emperor had complete executive power so if they went to arrest him then they were rebelling. It was treason.
