First of all why did you paint your turtle? Maybe the smell from the paint made him high mate....or maybe he is already long gone....
I would advice you strongly to observe him closely for about 15 minutes, if he still doesnt move, get a bucket of water and put him inside. If he still doesnt move, i m sorry to say but you killed your turtle....

turn him over - if he is warm and if he has a heart beat, he is alive. if you are doubtful, let him rest in a warm room. If he is still warm tomorrow, he is alive. Keep some water for him to drink, incase he is sleeping. Pray for him.

Does he have a heat lamp. Put him near it and he should come out to warm up or move to get away from it.

they do hibernate, but i think its to warm yet, so maybe you should call a vet, and ask, but its possible your turtle is gone, was he old? or sick?
