You can make a banner using any kind of image editing software.
This includes but is not limited to:
Photoshop
Paint Shop Pro
Gimp
MS Paint
Paint Pro

To make a banner a link you can use HTML. Nest the image tag inside a link.

Try Adobe Photoshop , very strong program, perfect for that type of thing. If you look at the ad on the bottom of this site http://www.shortcircuitcomputer.com . It was made by photoshop
