Now I must ask th.is question .again. Many people gave me rude answers, and obviously misunderstood what I said.
1. Please do not say "thanx for the 2 points" I'm not sure if I'm able to report but I believe that person needs to get a penalty.
2. You CAN say "by being a citizen". But I want to throw in a tricky obstacle: try not to use that reason. (many people thought I was going to report them for that. But I'm not that irrational and unbalanced to do something stupid like that.)
3. You CAN say culture. (same folows for #2)

And Sketch, grammar is important to me; thank you very much! I am a grammar freak; but people can make mistakes-and I don't think you need to go around correcting people here and there. I think that is kind of mean.

being a citizen. other than that its hard to see any other criteria. american culture does have certain characteristics: individualism, pluralism, and consumerism being probably the most dominant today. But thats doesn't mean that a person who is very socially oriented and finds their meaning in their relationships with others or is voluntarily simplistic is not a "true american." Or that a person who thinks that only their way of life is correct is not a true american. Really I would say being a citizen can be the only requirement. Because any other criteria seems to create a universal value that contradicts the american qualities of individuality and pluralism. its hard to create a standard for being a "true american" when one of the traditional qualities of america is its pluralism. if the culture itself is based on being a "melting pot" and "doing your own thing" then trying to create a universal standard is pretty hard to do. great question by the way.

Anyone that is a citizen of this country is a "true American". If you are looking for some other limiting factor you may have some trouble. The phrasing of your question has poor grammer as well. The collective term "us" cannot be a singular "true American". I hope you don't think English should be a defining factor. Maybe to search a little deeper into your question I would say that a profound respect for law and the Constitution might be considered an issue, but that doesn't define if you are a true or false American. If you were to really want something other than the law to define what is a true American then you are talking about tyranny. Since that is unconstitutional, that would make you un-American.

What makes a true American is first to be native born in the U.S.A.
Second, every true American will harbor respect and veneration toward Old Glory and never trample it underneath.
Third, every true American votes responsibly for the candidate of his or her choice at election time.
Fourth, every true American will sustain the country's leaders for the benefit of our security and national defense.
Fifth, every true American will serve in whatever honorable capacity possible--either through the Armed Forces or in charitable and life-giving organizations.
Sixth, every true American will love his neighbor as himself and will exercise his faith in the Creator.
Seventh, every true American will put away senseless prejudices and biasness against other Americans, regardless their race, creed, or political persuasion.

Yours is the most intelligent question I have read in weeks.
Indeed, what makes us a true American?
Is it birth? No.
Is it citizenship? No.
Is it democracy? No.
Being a true American has nothing to do with politics, economics, religion or education. Being a true American is a much higher calling than we commonly see today.
Honor.
Integrity.
Fair play.
The right to speak.
The right to be.
The right to believe.
The right not to believe.
Tolerance.
Acceptance.
Equality.
Dignity.
Adventure.
All of this mixed with arrogance, pride, vanity, superiority and blissful ignorance.

Part of the way of being a true American is by birth.
Part is by being an active member of one's own communities... family, friends, school, work , religious, social, neighborhood, city, state, national
And a lot is state of mind.
