First thing is to fix the leak, then handle the damaged ceiling. Easy way to do it is to cut out the part that got wet (make small hole, then make it bigger until all you have is dry ceiling) and then fill with a filler (you can buy at Home Depot - like a mud) and let it dry. This way, it will not be a weak point in your ceiling and will keep a consistency in the paint and color.

I would first want to make sure any leaks were fixed and then use a good primer and cover with a ceiling paint. The people at the paint desk can help you as well.

go to a paint store and ask for BIN sealer. it's a primer that won't let the spots bleed through. Another commercial brand that even comes in a spray can is KILZ. Once that's on, what you paint over will no longer leak through, unless there's water leaking new stain through in different places.

Use Bin by Zinser. Don't use the 1,2,3 in the blue can, use the red can. It's a little messy, especially on the ceiling, but it's a shellac based sealer that really works well.

Use a primer before you paint it. Let the primer dry for a few hours then apply the paint and you won't see it.

my mom used to spray those spots with a 50/50 bleach/water solution. maybe try that and then a primer after it dries. then your coat of paint.

Kiltz it for sure but try what is called Up-Kiltz. It is made specially for spraying ceilings. There is a different angle on the nozzle.
