I think you posted this in the wrong category but try going to a fabric store or a costume shop.

Hmmm... Well you can buy the goofy hat at any costume store or halloween aisle and then use cardboard to cut out the ears and lips, etc and then paint them and hot glue them onto the body. As for the body...I am thinking if you could maybe use paper grocery bags somehow. Maybe get a few of them and and rip them open on their seems and...geez...I guess glue or staple them to eachother and crumple them all up and somehow make it fit your son.
Oh wait, I know, you could buy some brown felt or something like that at a fabric store and make a very loose fittting outfit that obviously lets his limbs hang out but goes over his head. Cut some holes for air and sew mesh over them to disguise them. Then fill the suit with that pillow fluff so he will look like a fat little potato. :)
