Depends on the crime. Local police agencies and the FBI monitor for child molesters, stalkers and child porn for example. FBI investigates computer crimes regarding money fraud. State agencies also investigate certain crimes committed with a computer. So many agencies do this in truth. Any government law enforcement agency can obtain for example a subpoena to confiscate your computer and it's hard drive in the investigation of any crime.

I would have to say the FCC. They head up any investigations that have to do with communications. Computers would be considered within their jurisdiction.
