I live and work in Virginia, and I am a certified Virginia safety inspector and Yes it is legal to install headers on your car. I can issue you an inspection sticker as long as the exhaust has no leaks and the emissions system is still operational, there is no emissions testing in Virginia. That is all that matters when you bring it in to have it inspected, is no exhaust leaks of any kind. So if you can get the headers on and have no leaks you are ready to go, but of course if it makes the car louder on the street, it will be up to the police to give you a ticket for disturbing the peace!

Doesn't really matter where you live if the vehicle had the equipment you are replacing as part of the emission controls required by law, I.E., Catalytic converters. I don't think headers are specifically illegal if you can prove through an emmissions test that your vehicle is still within factory limits. Only other deal would be to make sure you muffle them so you aren't getting the ole loud exhaust tickets.

yes you can install headers on you car but you have to get a street legal set both headers will have to run throught a cadilatic converter and you will have to hook up the smog pump which you will have to drill and weld adapters to the headers to hook u the air lines but if you shop around you can find then street ready

Edelbrock makes headers all bungs and everything for the smog control. Theyre pricey but ive been down this road myself. I paid close to 400 for a set.

No state in the USA has a law on headers
They do transmit a little more noise but not much. They also have wraps for heat but help with noise!
loud exhaust is anothe rthing
Cat COnverters are another thing

i dont know about virginia ,but in california we have a certification process that after market parts must go thru before they are listed as 50 state legal.In CA. we have the strictest laws for emission control devices .do your homework and check with the "mfg" themselves not the [auto parts store]
