No, lots of need-based scholarships go towards students who might not qualify for academic or athletic scholarships.

There are also loan programs that you can take advantage of, like the Stafford and Perkins loans, and the Pell Grant program.

Find a local college and make a phone call to their financial aid office. See if you can talk to a financial aid officer about programs that might apply to you. Most officers will be happy to help someone interested in going to college, even if they aren't necessarily high school juniors or seniors.

no, there are other scholarships available. Some depend on what major you chose, a special interest (not just smarts or sports), or well-known companies also give out scholarships.

A poor, non-christian devout minority female in an urban center who can pull B's and who wants to major in science in college qualifies for every scholarship ever.

Those for women, for minorities, for minority religions, for economic need, social need, and affirmative action need. Oh and if she ever had an injury she had to overcome, big points for that too.

Meanwhile a healthy white christian male from a suburb whose parents aren't paupers and pulls a decent 3.5 GPA won't get a penny for squat no matter what he does.

No. you do have to have somewhat good grades, but they can also give a scholarship because of your ethnic background. You can do this out through any school.
