They are initiating the process of getting to know the boys...for any number of reasons, although it is normal and natural for children to go through stages in their social developmen as they proceed onward to dating and adult relationships.

they could be her friends,I smile at my guy friends,doesn't necessarily mean flirting,I smile at brothers at our church also.
Now body language is something different,like flipping her hair or batting her lashes,leaning foward,giggling type behavior is probably flirting...
