If you are downloadig a file of a website, maybe thats all that particular sites server can handle. To test you bandwith to the max, I reccomend a torrent or a File sharing program.

sound like u have bugs and malicious software on your machine. do a bandwidth test at the modem level to see your true speed. Internet based test an be unreliable.
PS: for Internet based test, all application that uses the Internet should be stopped, including windows update

ASk your ISP or fix your computer by scanning for virus and spyware and do disk defragment and disc clean up...n i guranted you your pc will be fast and remember always delete the temp file and run disc clean up every day so your intenet will be fast

Maybe its the area you're at, I have DSL, and in my area my speeds seem to be decreasing.

Check your connection settings - you may need to increase your speed.

Or, you may need a new modem.
