I have a laptop, and I'm sure the problem you have realized is that the 1) PCs don't have an option key - it's a MAC thing. and 2) the alt + code only works if you have a number pad - not using the top row of numbers.
My laptop has a number pad in the actual keyboard (around U,I,O, J,K,L area) Mine is in a blue color. to activate those keys I have to hit a button in the very top of the keyboard area. It confused me for a long time. The key to turn mine on is on the F8 key, it looks like a tiny number pad. I would push fn (which is down where the windows menu key is on normal keyboards- near the space bar) and F8, that would activate the key pad. THEN holding ALT you can type the code.
I hope I didn't confuse you too much =)

to print "ñ" hold ALT then press 1 6 4 then release.
ALT+165 is for capital letter "Ñ"

press ATL boton in the meantime you type the numbers 164 for ñ; or 165 for Ñ

Hold down the Alt key and type in 0241, then release the Alt key. This works OK in Word. If you don't have an Alt key on your laptop and are using Word you can use the Insert>Symbol option.

Try alt/option and n at the same time, then just n -- that's what you have to do to my Mac to make the ñ.
Doing the alt-and-n first signals the keyboard to make the tilde mark when you next type n.
