Is it only in the southern U.S. that schools are canceled and works close when the fair comes to town?

lol, the festival is here and we've got two days off from school and I was just wonderin' if schools up north did that to. Businesses also close, and this goes for my (ver small) town and surrounding towns....is it like this everywhere?

That doesn't happen where I live now (Southern California) or where I grew up (NY). I guess it must be a southern thing.

I live in Southern Texas and next Friday is Fair Day. A day off of school is really what I need right now! :D
